Community and Third Sector Recovery Programme
The £40 million programme was launched in September 2020 to provide support for Third Sector Organisations (TSOs), such as charities, community groups, social enterprises and voluntary organisations through lockdown and as we begin to move towards recovery from the pandemic. The programme has two strands:
New Small Grants Funding
There are many small groups across Scotland, some set up in direct response to the pandemic, where small amounts of funding would make a big difference as they support people in their communities with essential needs and helping to keep people connected. The Corra Foundation will extend some of the funds available by providing unrestricted grants of £1-2k, (maximum £5k) targeted at smaller groups. The fund will be open for 12 months.
COMMUNITIES RECOVERY FUND

What is it?
Support to meet service delivery costs for COVID-19 response services, re-designing services or re-opening services. This may include:
Applications for higher amounts of funding may be considered on an exceptional basis only where these are proportionate and there is clear justification of the need.
Organisations requiring less than £5,000 may wish to consider alternative small grants schemes - details available at Response, Recovery & Resilience Fund | National Emergencies Trust | Foundation Scotland
You can apply to the fund if you have already had an award from the Supporting Communities Fund. If the application relates to continuation of the same services, you will have to demonstrate additional need and your application must be proportionate to the costs of your original award.

CORRA - Enabling Neighbourhoods and Communities Fund - small grants fund opening soon
The CORRA Foundation will soon be launching a new small grants fund with support from the Scottish Government.
What is it?
The £500k Enabling Neighbourhoods and Communities Fund is for groups across Scotland who are rooted in their community, who are connecting and supporting people within their local community. It aims to reach those groups who have received little/or no emergency funding during the pandemic and need a small amount of money to help them continue to deliver their support.
The Fund aims to specifically reach groups who:
Funding will be unrestricted so that groups can use the money in the best way to support local need.
Who can apply?
Community groups, membership groups, voluntary groups, social enterprises, and charities who:
• Have local people leading the delivery of support/activities for the benefit of their community.
• Provide support or activities for their community at no charge and/or small fee.
• Have a volunteer management committee.
• State any potential profits are used to benefit the local community and/or other charitable purposes.
To apply you will need to be constituted and you will be asked for a copy of your constitution with your application. Groups that have only formed recently, such as during the last year, can apply. Help is available on how to draw up a constitution if your group doesn’t have one.
Your group will also need to have a UK bank account and you will be asked for a copy of the most recent bank statement.
How can the funding be used?
Groups will be able to use the money to continue or ensure the support and activities they offer will be available for their community. Examples of what funds could cover:

Assistance from Corra will be available if groups are having difficulties in understanding or completing the form or ‘buddy approach’.
Groups who are looking for a buddy must:
Once the application is received Corra will send an email acknowledging receipt. Corra will review the application to ensure it meets criteria and is eligible for support. Should there be any questions or missing information someone from Corra will be in touch.
Corra will aim to provide a decision within two weeks of receiving the form.
If successful, the group will receive an email advising them of the grant offer and payment information. The email will also tell groups about the monitoring requirements and potential follow-up call on the benefit the grant made to the community.
If unsuccessful, the group will receive an email advising why the application did not fit the criteria and why they did not receive support.

What is it?
- Part of the Scottish Government’s £40m Third Sector & Community Recovery programme.
- A grant fund which supports community focused organisations to deliver services which counter the impacts of COVID-19.
- You can apply for a minimum of £5,000 and up to £25,000 for an individual organisation, or £75,000 for a partnership application.
- Applications can be funded for a period of up to 8 months from 1 October 2020.
- It’s open for applications until 12 February 2021 or until the budget is fully committed if sooner.
- Incorporated voluntary or community organisations, registered charities and Community Councils.
- Your organisation must have been established, operating and making a positive contribution for your community before 1st January 2020.
- You could also apply under a partnership application through an eligible group. Your local Third Sector Interface (TSI) will be able to help you identify potential partner organisations. You can contact them at: support@argylltsi.org.uk
- Continued delivery of emergency response services and activities.
- Transition activity from emergency response to core activity and re-starting services.
- Support for core services which may be experiencing increased demand due to COVID-19.

- Staff salaries for additional and increased staff costs e.g. co-ordinator/cleaner costs.
- Proportionate contribution to core staff/operating costs (utility bills, rents, rates).
- Volunteer expenses/increased transport costs.
- Additional costs associated with delivering redesigned services such as developing digital resources.
- Additional direct costs related to COVID-19 response activities e.g. food, vouchers for utility bills.
- PPE, protective screens, hand sanitiser/cleaning stations, signage, water system cleansing, e.g. legionella bacteria flushes.
- Small scale capital costs for adaptations to allow for social distancing. measures for example: re- modelling toilets, entry/exit points, one-way systems.
- What you’re having to do differently as a result of COVID-19.
- How your income has been affected during COVID-19. Please note we can’t cover costs for lost fundraising or lost income.
- How your service is making a difference to your community.
- How the service you operate serves and reflects the needs of the people of your community.
- Operating a subsidiary funding programme.
- Purchase of new or second-hand vehicles.
- Purchase/provision of alcohol, tobacco, or drugs.
- Activities promoting a religion or political party.
- Improvements/adaptations to privately/public sector owned buildings/facilities.
- Re-payment of loans or historic debt.
- Costs incurred before 01 October 2020.

- Providing ongoing support to local people impacted by coronavirus (e.g. social connections/ shopping).
- Helping pay for volunteer expenses.
- Covering rental for accessing community space (when restrictions are lifted and access to space is allowed).
- Planning future activities during school holiday periods.
- Helping volunteers and community members stay safe (e.g. PPE, training).
You will need to complete a short online application that will ask for:
- Information about the group.
- Contact details for a member of the group.
- How the group supports their community.
- How much money the group is looking for.
- How the money will be used.

- Be formed by at least two people who make decisions (e.g. organise/co-ordinate support/activities).
- Have local people leading the delivery of support/activities for the benefit of their community.

- Confirm that no potential profits are for individual gain (i.e. any potential profits are used to benefit the local community and/or other charitable purposes).
Once the application is received Corra will send an email acknowledging receipt. Corra will review the application to ensure it meets criteria and is eligible for support. Should there be any questions or missing information someone from Corra will be in touch.
