This report shares the findings of a focused piece of research carried out in Scotland by CELCIS and partners at the University of Edinburgh. The aim of the research was to understand care leavers' experiences of digital exclusion before and during the COVID-19 restrictions in Scotland in 2020.

​This is the Scottish Government’s initial response to the Social Renewal Advisory Board’s Report “If not now, when?”. It welcomes the ambitious and innovative Calls to Action set out in the Board’s report and outlines the work that we are already taking forward to address a number of the Board’s recommendations in areas such as housing, fair work, supporting parents and young people into employment and investing in our communities.
