IJB 28th May 2025 – Further cuts to social care

Today’s Adult Health and Wellbeing Network meeting discussed the continuing challenging public sector spending environment and specifically how this related to services for older people as provided by our local Health and Social Care Partnership.
This discussion followed on naturally from a welcome verbal presentation from Argyll and Bute’s Older People’s Champion, Cllr Fiona Howard. The discussion moved on to how best to ensure the interests of vulnerable older people were best voiced and advocated for in Argyll and Bute and there was a discussion as to the key stakeholders involved in this process from Carr Gomm’s community contacts service for help with direct payments to the support provided by Argyll and Bute’s carers centres.
There was concern about the impact of further cuts on social care and the meeting noted that whilst the health side of HSCP spending was protected the social care, means tested and preventative side of community based services was subject to continuing unsustainable levels of cuts. Examples highlighted were the proposed cuts to community transport, the clawback of Direct Payments and the care ceiling which are set for approval in the forthcoming IJB meeting on 28th May 2025. The TSI presented a summary of the key papers for discussion at the IJB meeting and item 6a in the enclosed sets out the proposed cuts. It was noted that some of the most vulnerable people in our community may be placed at risk and a participant highlighted the case of two older people who were found on the floor of their homes by neighbours on Islay and the issue of access to basic care such as food via a recent STV story.
