Updates from OSCR: September 2025


We’re sharing the latest updates from the Scottish Charity Regulator (OSCR), published in their September OSCR Reporter newsletter. These updates may be particularly relevant for local charities and community organisations across Argyll and Bute.

Easier Trustee Submissions via OSCR Online

Since 30 June 2025, all Scottish charities are required to submit trustee information using OSCR Online. Over 3,500 charities have already provided their details.
New features have been added to make submissions easier for:

  • Trustees based outside the UK

  • Organisations acting as charity trustees

If you haven’t yet submitted your information, please log into OSCR Online as soon as possible. Full instructions are available on OSCR’s website here.

New Automatic Disqualification Rules

From 31 August 2025, updated rules under the Charities (Regulation and Administration) (Scotland) Act 2023 came into force.
Key changes include:

  • Disqualification rules now apply to individuals in senior management roles.

  • The criteria for automatic disqualification has been extended.

OSCR has published updated guidance – charities should check if the new criteria affect anyone in relevant roles. Guidance information

Free Webinar: Exploring Charity Data

OSCR is hosting a free online session:

OSCR Board Recruitment

OSCR is recruiting a new Board Member. Applications are welcome from people with expertise in:

  • Engaging with under-represented groups

  • Cyber or digital sectors

  • Regulation

Inquiry Report: Clan Donald Lands Trust

OSCR has published the outcome of an inquiry into the Clan Donald Lands Trust (SC007862), following its decision to sell significant landholdings. The inquiry found that trustees acted within their powers and OSCR will not be intervening. Read the findings here.

Other Updates

  • Charity Digital is seeking feedback from Scottish charities to help shape future digital services. Their quick survey is open until 30 September 2025.

  • The Charities SORP-making body has highlighted issues raised in its consultation, with a new SORP due in October.

  • SCVO and CybAid are piloting a free scheme to connect 10 Scottish third sector organisations with pro-bono cyber security support. Interested organisations should contact [email protected].
